NEW DELHI – India's Bharat Sanchar Nigam Ltd., which has posted losses in the past two years, is looking to cut costs and earn additional revenue by outsourcing its telecom tower management and auctioning spare fiber optic bandwidth.
BSNL, India's fifth-largest telecom company by users, has been struggling to keep pace with private sector rivals such as Bharti Airtel Ltd. and Vodafone Group Plc's local unit, which have added subscribers at a much faster pace.
High network operating costs and rising staff expenses have added to its troubles.
The company provides telecommunications services in 20 of India's 22 telecom service areas, and had about 96 million mobile phone subscribers and 23.31 million fixed line users on its network at the end of November.
Operating and maintaining its 60,000 telecom towers and networks make up BSNL's second-largest expense after staff costs, chairman and managing director Rakesh Kumar Upadhyay said late Tuesday.
BSNL has invited comments from prospective partners until Jan. 23, after which it will float a bid document for people seeking to partner the company, Mr. Upadhyay said. BSNL plans to offer the contract initially for a period of three years with an option to extend for another two years.
He said the exact savings can be calculated only after receiving inputs from prospective bidders.
As part of its cost-cutting efforts, BSNL has proposed slashing its staff strength by a third through offering voluntary retirement. The proposal is currently with the government.
Separately, Mr. Upadhyay said the company is planning to auction spare bandwidth in its fiber optic network, which is the largest in the world. A person familiar with the matter said the auction could fetch the company at least seven billion rupees ($134 million).
BSNL's loss for the year ended March 31, 2011, widened to 63.84 billion rupees from 18.23 billion rupees a year earlier, while its revenue fell by more than 7% to 296.87 billion rupees.
The company has identified the amount of bandwidth it needs in the next five years, and the additional bandwidth that can be auctioned electronically, Mr. Upadhyay said.
He added that the company plans to auction bandwidth in two parts - below one gigabit and above one gigabit.

In a strong rebuttal to Vodafone, Idea Cellular and Bharti Airtel on the issue of Intra-Circle 3G Roaming, the Department of Telecom (DoT) has alleged that service providers have “not come with clean hands” and that they have “suppressed material documents”
DoT also said that “Intra-circle 3G roaming pact by operators is “in violation of various terms and conditions of Cellular Mobile Telecom Service License and various terms and conditions of the Notice Inviting Applications (NIA) dated 25.02.2010 for 3G/BWA Auction”.

We discussed with MOSC&IT the status of absorption process of Group -'A' officers in BSNL/MTNL and apprised MOSC&IT about sinister efforts and game plan of BSNL/ MTNL Managements to derail the process.
Hon'ble MOSC&IT appreciated our concern and sought our opinion about how the issue can be resolved. We explained the repatriation order of DoT issued on 03.11.2011 is not being implemented in true sense by BSNL/MTNL managements on the pretext that without the presence of ITS Officers it is difficult to run both the PSUs which is totally unfounded and misleading. We informed MOSC&IT that more than 54,000 absorbed Group-'A' and Group-'B' level executives are available in BSNL/MTNL to maintain flawless Telecom services & are committed to the growth of both these Companies. ITS dominated BSNL/MTNL managements have more trust on the deputationists instead of its own absorbed Group-'A' level executives due to their cadre affinity, we informed MOSC&IT. Even the charge on repatriation of some ITS officers have been given to the deputationist ITS officers instead of absorbed Gr A officers only who are ultimately going to be repatriated. This is deliberate conspiracy of both the managements to sabotage the process of repatriation, we further informed MOSC&IT.
Hon'ble MOSC&IT gave a very patient hearing fully understanding the implications of continuing duality on viability of BSNL/MTNL and mentioned that he is fully aware of the issue and assured he will try for early solution of the problem. BSNL has asked to be allowed to surrender BWA and 3G spectrum in some circles because of its declining financial health. Apart from this, doyou plan to give any subsidy to it for its unviable operations?
There was also a BSNL plan for a VRS (voluntary
retirement scheme). Has that been approved?
The request of BSNL for surrendering of spectrum and a VRS plan is under consideration. The VRS package for BSNL could be of the order of Rs 10,000 crore and it will need Cabinet approval.
Both BSNL and MTNL had a big impact from the payout of 3G and BWA spectrum at around Rs 28,000 crore. Even the phasing out of support for uneconomical activities, at Rs 2,000 crore, was stopped for BSNL. We are looking at all the issues but it will take a couple of months to come to a final decision. The number of employees in the two organisations and their percentage of expenditure on this are much higher compared to other telecom companies, as these were mainly landline companies.
The important issue is that all this has impacted their bottom lines and all theIr requests, including that for a subsidy by BSNL, is being looked at collectively. It will not be a piecemeal approach. CLICK HERE :FOR READ MORE
Decisions taken in the JAC Meeting held on 16th November 2011: The meeting of the
Joint Action Committee held on 16th November 2011 took very important decisions with regard to defending the BSNL and its workers. The meeting was presided over by Com. G.L.Jogi, GS SNEA. Com. V.A.N.Namboodiri, Convener, JAC reported about the developments after the last meeting held on 31st October 2011. The house was of the strong opinion that the non-opted ITS officers should be repatriated immediately. GS and President attended the meeting.
After thorough discussion, the following decisions were taken unanimously:
1. The deferred One Day Strike on the BSNL and Workers issues will now be organised on 15th December 2011. Some additions were made in the Charter of Demands already approved by the earlier JAC. The Strike Notice will be modified accordingly. Strike Notice will be served on 17th November.
2. In preparation for the strike and to give wide propaganda, massive rallies with maximum participation of workers will be organised on 8th December 2011 at all SSAs/Circles and Corporate Office. A memorandum on the demands raised in the strike notice will be submitted to the State Governors for onward submission to the Central government.
3. The JAC meeting decided to support and participate in the Dharna on 22nd November 2011 being organised by the United Forum of Executive Associations demanding immediate repatriation of non-opted ITS officers.
4. The JAC will meet the CMD BSNL, Secretary DOT and Minister Communications in order to get the repatriation of non-opted ITS officers at the earliest.
5. The JAC unanimously decided to participate in the Parliament March being organised on 25th November 2011 by the Central/State Government, Teachers, Railway, Defence, Postal employees as also Central / BSNL Pensioners against the anti-worker Pension Fund Regulatory and Development Authority (PFRDA) Bill presented in the Parliament. The meeting came to an end at 1830 hours after vote of thanks.

BSNL STOOD AT 4TH POSITION
Gross Revenue (GR) and Adjusted Gross Revenue (AGR) of Telecom sector for the quarter ended June 2011 has been Rs 46,891.61 crore and Rs 32,589.93 crore.
There has been an increase of 3.03% and 3.56% in GR and AGR respectively as compared to previous quarter. The Y-o-Y growth in GR and AGR over the same quarter in last year has been 13.28% and 6.92% respectively.

Meeting with Hon'ble MOC&IT:
GS, President AIBSNLEA, GS, AGS SNEA(I) ,
GS TEAM (MTNL) & GS(MEA) MTNL met Hon'ble MOC&IT Sh. Kapil Sibal &
expressed their sincere gratitude & thanks to him for vigorously re-initiating the
process of absorption of ITS officers in
BSNL/MTNL. Addl. Secy(T), DoT was also present in the meeting. We expressed our
serious concern and anxiety against phased repatriation of deputationist
officers from BSNL/MTNL, wherein the
charge of deputationist officers is being
further given to the deputationist officer
only, who don't have any interest and commitment to work in BSNL/MTNL.
We appraised Hon'ble MOC&IT that more than 54,000 absorbed Group-'A' and Group-'B' level executives are available in BSNL/MTNL to maintain flawless Telecom services & are committed to the growth of both these Companies.
Hon'ble MOC&IT while appreciating and fully endorsing our concern mentioned that he is fully aware of the issue and its impact on viability of BSNL/MTNL. MOC&IT assured that Govt. decision will be implemented in its true spirit, and in no case the decision will be diluted. We further appraised MOC&IT that BSNL/MTNL; ITS dominated Management is more committed to protect the interests of ITS Cadre rather than safe guarding the interests of growth and viability of BSNL/MTNL.
Finally, we solicited MOC&IT's immediate kind intervention to complete the absorption process as quickly as possible and he responded in an affirmative and positive manner

11.11.2011: Dear comrades! From our Circle 10 ITS officers were relieved from BSNL as per the instructions of Corporate Office as a first phase. We are really sorry to part with these ITS officers particularly the PGM and GM(A) but it becomes unavoidable. The days ahead are very challenging and we have to stabilise the administration in the absence of ITS officers. We are confident that we have enough talented hands with us to maintain stability.
The Special General Body meeting of AIBSNLEA District Branch, Kumbakonam is held today under the Presidentship ofCom.Ramaswamy.
District Secretary P.J.Gokulan welcomed the gathering and narrated the Local Problems and Circle issues. DGM(Fin) Com. Partibhan appreciated the functioning of Circle Association & CHQ.
Com.S.Sivakumar, CWC Member in his Special address covered all the local & Circle issues and replied to the queries of the Members. Jabalpur CWC Decisions/Resolutions, our stand on VRS ,Repatriation of ITS Officers and Contingency Plan etc., are explained by him in detail. The meeting came an end with the vote of thanks by Com.D.Kaliyaperumal, Fin.Secretary.

BSNL OFFICERS' UNIONS SUBMIT CONTINGENCY PLAN
Talking to Deccan Herald General Secretary, AIBSNLEA Com.Prahlad Rai said that BSNL's Contingency plan, after the departure of ITS Officers should focus on fully exploiting 400 existing direct recruit absorbed Group'A' Officers, in addition to more than 3000 Excutives in JAG and STS working in different streams.
"More than sufficient Officers with huge talent and exposure are available and it is only the question of working out modalities of deployment as quickly as possible". Rai said. He is also of the view that the management of BSNL should act quickly and under no circumstances should allow a back door entry of repatriated ITS Officers to BSNL. In fact, Rai accused that it is the Senior Management and inaction on the part of the Government on crucial Policy issues, that have pushed BSNL to such state.
