 News from CHQ:

29.03.2017: Protest against lowering of payscales of JTO/JAO, SDE/AO & equivalent cadres:United Forum of BSNL Executives Associations AIBSNLEA, AIGETOA & AITEEA strongly protest against the notification of DoT OM dated 28.03.2017 wherein payscales of JTO/JAO, SDE/AO & equivalent cadres have been lowered arbitrarily, which will seriously demoralize & de-motivate  the executives in BSNL. We express our strong resentment against the DoT decision & failure of BSNL Management in this regard.

United Forum of Executives Associations will shortly finalize the protest actions against such demoralizing act of DoT / BSNL.

It is unfortunate that the matter has been mis-handled by some executives Associations by giving a call of agitation & withdrawing without any fruitful outcome. It has strengthen DoT to ignore the protest of BSNL Executives. The fact remains that efforts were taken by the same executive associations to sabotage the outgoing agitation call given by United Forum of BSNL Executives Associations in the month of Dec., 2016 and Jan., 2017 and they impressed upon the BSNL Management to victimize the CHQ/Circle/Distt. level office bearers of United Forum by issuing the memorandum & deduction of salary for two days i.e. 27th & 28th Dec., 2016 for participating in Dharna programme. These actions has strengthen the BSNL/DoT management to conveniently ignore the genuine grievances of executives in BSNL.

Hence, United Forum has to decide its own course of actions to protest the interest of entire BSNL Executives community rather coming under the trap of so called executive associations to further damage the interest of executives of BSNL.

Let us decide & keep ready for the conclusive struggle to show the strength of executives in achieving the settlement of legitimate demands.

Yesterday  Com.Sivakumar CS, Com.Ravi, ACS, Com.Sundararajan, DP, Circle Office, Com.KP, CEC Member & Com.Tamilselvam, DS/VLR met DGM(HR) & AGM(Rect&Staff) and thanked the Circle Administration for the immediate efforts taken  for conducting DPC for the promotion of Stenographers from ACP III to ACP II w.e.f 1.1.2004 and for considering Promotion from PA to PS and discussed the following.

1.Consideration of request for interchanging of Training Centre in respect of LICE JTO Phase- I Trainees- DGM(HR) assured to look in to the matter.

2. Request transfer cases in the cadre of SDE & JTO- DGM(HR) replied that genuine cases will be considered.

3. Relief of JTOs under Rule-8  transfer order- DGM(HR) intimated that 60 cases are pending and assured that most of the Officers will be relieved at the time of posting of LICE JTOs.

4.We requested to conduct the Phase-II training for JTOs at RGM CTTC instead of Mysore & Jabalpur- DGM(HR) replied that conduct of training immediately at RGM CTTC is not possible due to want accomodation and however assured that the same will be conducted during November 2016 after getting approval form Corporate Office, New Delhi.

5.We requested to Consider the request of JAO LICE qualified candidates of TN Circle for the vacancies  likely to be created due to declination of qualified candidates - DGM(HR)  intimated that as per the request of AIBSNLEA , the case has been referred to Corporate Office New Delhi and advised us to take up the case with the Corporate Office New Delhi.

 OUR CS and Team met DGM(HR) on 31.08.2016 and requested for early publication of Results of JTO LICE(2013-14) & JAO LICE  and early commencement of JTO Pre Phase-I  & Phase-I induction training and JAO Phase- I induction training so as to get the Pay Fixation benefits as on 1.1.2017- DGM(F) replied  that JTO & JAO LICE Results will be declared today and arrangement has already been  made for the early commencement of JTO Pre-Phase and Phase-I induction training.

A meeting was held with the representatives AIBSNLEA and AIGETOA under the chairmanship of Director (HR). From management side Sr. GM (SR), GM (Pers), GM (Estt), Addl GM (SR), Jt. GM (Pers), DGM (Estt.) were present along with Director (HR) and from AIBSNLEA side, GS, FS, AGS (HQ) along with President, AGS, OS of AIGETOA were present in the meeting. 30.12.2015: Dear Comrades! Tamilnadu  Circle Secretary Com.S.Sivakumar addressed the JTO trainees of TN Circle at RGMTTC, Chennai on 29.12.2015 evening. The meeting was presided over by Com.Sundararajan, AGM, President  TN Circle Office Branch.Com Ravi, ACS, Com.P.Mohan VP C.O.branch & Com.Kaliyaperumal CEC Member and large number of JTO trainees(68 Nos.) participated in the meeting.  The Hall was fully jam packed. Com.Selvaganesan, JTO Trainee &LO introduced the Circle Office bearers of the AIBSNLEA to the trainees. Com.Ravi, ACS welcomed the gathering and made an appeal to the young JTO trainees to join in the AIBSNLEA. In his Presidential address Com.Sundarajan,AGM congratulated the young JTO Trainees and explained about the role played by AIBSNLEA in All India level & TN Circle level for the settlement of various issues.In his Special address CS, TN Circle Com.Sivakumar narratedthe achievements of AIBSNLEA and the efforts  taken by AIBSNLEA for getting  5 increments  for DirectRecruitment JTOs/JAOs/Departmental JTO Promotees and JAO Promotees and settlement of  Pay option case. 


He also explained that how AIBSNLEA & and AIJTOA is jointly fighting  for getting E2 ,E3 Pay Scales, 30 percent Superannuation benefits to the Direct Recruited JTOS/JAOs/TTAs & for the implementation of Cadre Hierarchy and for the  withdrawal of  the MT recruitment notification (SRD) dated 05.11.2015/ Scrapping of the MT, DGM RRs and the cancellation of the DGM(DR) Exam and also briefed how the MT RR  drastically affects the career progression of the young and talented executives of BSNL. He briefed about the 
role played by the AIBSNLEA in All India Level &TN Circle Level for the settlement of various issues.  He made an appeal to all the young JTO trainees to join in the Prestigious AIBSNLEA and strengthen the Association. After the Special address of CS, an interactive session has been conducted  and CS replied all the queries raised by the JTO Trainees and assured that all the grievances of the new JTOs will be settled by AIBSNLEA. Com.Vydhianathan, L.O & JTO trainee put forth various suggestions for utilizing the young talented JTOs in the SSAs for increasing the Revenue and the betterment of BSNL Services. CS assured that all the suggestions will be brought to the notice of CGM TN Circle and thanked one and all for the patient hearing for more than one and half hour. The meeting came to an end with the vote of thanks by Com.Kaliyaperumal,CEC Member.

2. Posting of JTOs to STR TN Circle as per the options of the JTO Trainees and as per the request of CGMM, STR- PGM(O) replied that there is acute shortage in the cadre of TTA,JTO & SDE in TN Circle. However PGM (O)assured to consider their request.

3. We suggested that for achieving Revenue Target and all other parameters uniform shortage is to be maintained in all the SSAs,IMPCS Wing including Circle Office-  PGM(O) assured that the points will be taken care of and it will be implemented from the Next Financial Year.

30.12.2015: Dear Comrades! Today, OUR CS, Com.Ravi,ACS, Com.Renganathan, Br.Secy, C.O & Com.Kaliyaperumal,CEC Member met CGM, TN Circle and discussed the following.

1.Posting of TTA to JTO Trainees as per their option/Request in their Parent SSAs- CGM assured that they will be posted in their Parent SSAs as per their options.

2. Posting of JTOs to STR TN Circle as per the options of the JTO Trainees and as per the request of CGMM, STR- CGM replied that there is acute shortage in the cadre of TTA,JTO & SDE in TN Circle. However CGM assured to consider their requests.

Today we also met PGM(F) in the presence of DGM(F) and discussed the following:

1.Consideration of request transfers in the cadre of JAOs: PGM(F) assured that the request transfer cases will be considered.

2. Consideration of request transfer cases in the cadre of AO: PGM(F) issued instructions to DGM(F) to consider the cases .

3.Delay in issue of TBP orders in respect of Accounts Personnel E1-E2 & E4-E5- PGM(F) replied that the orders will be issued very shortly after getting approval from CGM

4.Counting of Officiating spell in the cadre of JAO (40 Nos.)for increment – PGM(F) assured that the orders will be issued to the Head of the SSAs very soon.

5.Recovery of Over Payment and revision of Pay in respect of Officiating JTOs- We informed the PGM(F)that  AIBSNLEA TN Circle & Kerala Circle given a note to CHQ to cancel the wrong clarification & Pay Fixation orders issued by the CO, New Delhi which is against the Court Orders  and AIBSNLEA CHQ  strongly opposed the arbitrarily issued guidelines in this regard vide Estt Cell letter dated 22.12.2015 and requested the Corporate Administration to withdraw these guidelines as thousands of  officiating JTOs will get reductions in their Basic Pay. We requested the PGM(F) to issue necessary instructions to the SSA Heads not to implement the CO ND instructions since it is the Contempt of Court Order- PGM(F) assured to look in to the matter.  

6. Conduct of DPC for Gr-III Stenographers as per their option to continue in the ACP- PGM(F) replied that the file has not been received from Admin wing and assured that the case will be considered favourably.

7. Consideration of request transfer of Com.Dinaharan, JAO/ERD to Circle Office/CNI or STR/CNI- PGM(F) agreed to consider his case .

8. L/A in the cadre of CAO at SLM in respect of Com.Ibrahim, AO & Com.Ganapathy, AO- PGM(F) assured that the VCR & Spl.Report will be called for shortly.

9. L/A in the cadre of CAO at  Erode- PGM(F) informed that the orders will be issued shortly after getting VCR from Circle Vigilance.

10. . L/A in the cadre of DGM(TR) at Coimbatore case of Com.Pannerselvam- PGM(F) replied that the orders will be issued soon after getting VCR from CO/ND.

11. . L/A in the cadre of AO at  Thanjavur in the resultant CAO L/A vacancy- PGM(F) assured that the VCR & Spl.Report will be called for shortly.

 

 

 

Forum of BSNL Unions and Associations Core Committee meeting with CMD BSNL:

22.12.2015: Dear Comrades, GS along with the members of Core Committee met CMD BSNL and discussed regarding implementation of Service With A Smile (SWAS). CMD expressed his happiness in the efforts being taken by the BSNL Unions and Associations in observing SWAS a very good endeavor to make happy BSNL customers. He mentioned that BSNL Management will be equally concerned and party in implementing the SWAS Program for 100 days and to continue thereafter.  He decided that SWAS will be launched  on 30th December 2015 at 10.00 AM at BSNL Corporate Office, Circle HQs and SSA HQs in the presence of all BSNL Unions / Associations representatives and CMD BSNL, BSNL Board of Directors, CGMs and SSA Heads by observing oath in this regard.

He also apprised that BSNL has now launched new attractive schemes which are to be made popular  i.e.

1. Call rates are reduced by 80% on NTC in the first two months.

2. On Christmas and New Year the talk value on the recharge coupons has been increased by 20% i.e. Customer will get talk time of Rs 6000 on the recharge of Rs 5000 like wise on Rs. 1200 talk time  on the recharge of Rs 1000.

He further emphasized that since Airtel - Vodafone - Idea (AVI) have joined hands and their market share is more than 65%, BSNL has to compete with this situation and to grow its market share by providing best telecom services to its users at an affordable price. He also told that BSNL now has to start its services in other foreign countries also like Iran, Saudi Arabia etc with Joint Venture to increase its business which is the need of hour.

 

21.12.2015:Dear Comrades!Today, OUR CS, Com.Ravi,ACS & Com.Kaliyaperumal CEC Member met PGM(F) and discuss the following.

1. Posting of JAOs who have come from Kolar SSA- PGM(F) assured that the orders will be issued soon.

2.Consideration of Request transfer in the cadre of JAO- PGM(F) replied that it will be considered.

3.Delay in issue of E1-E2 & E5-E6 TBP in respect of Accounts Personnel- PGM(F) replied that the orders will be issued after getting approval from CGM TN Circle.

4.Counting of Officiating spells in respect of JAO 2002 Batch- PGM(F) has issued necessary instructions  to the Finance wing in this regard.

5.L/A in the cadre of CAO at SLM SSA- PGM(F) assured that Special Report & VCR will be called for from SLM SSA.

 

As already stated Phase- I training orders in respect Offciating JTOs is expected today for 3 Batches at RGM TTC as detailed below.

The recent torrential rains and consequent inundation and heavy flooding of most of the areas of Chennai City, Cuddalore, Pondy, Tirunelveli and Tiruvarur districts caused a havoc and untold misery to its residents.  AIBSNLEA is committed to extend flood Relief help to the very needy and most affected people.  I appeal one and all to contribute generously for the Flood Reief.  

   

9.12.2015: Dear Comrades, Forum Leaders of TN Circle met CMD today at Chennai and submitted Memorandum for the restoration of BSNL services at rain and flood hit parts of TN Circle and relief to rain and flood affected BSNL .On behalf of AIBSNLEA CS, CP & Com.Kaliyaperumal CEC Member participated in the Meeting with CMD  VIEW MEMORANDUM

 Dear Comrades,

To-day our association has given a letter to our CGM and PGM (Finance) requesting them to consider the grant of flood advance, flood relief, GPF, SPl.Casual leave etc to all the BSNL employees in view of heavy rain and flood slashed the entire Tamilnadu state.  Copy of the letter is enclosed for the information of the members.

7.12.2015: Dear Comrades! Today Our CS, CP,Com.Ravi, ACS & Com.Renganathan, Br.Secy met CGM and discussed the following:

1. We requested the CGM to sanction Special CL for all Executives and Non Executives of TN Circle Office from 2.11.2015 to 5.11.2015  due to non availability of transportation in lieu of severe flood at Chennai - CGM agreed to consider the request.

2. We requested the CGM to grant Flood relief and Flood advance to all the staff of TN Circle due to heavy Rain & severe flood- CGM replied that she will take up the case with CO,New Delhi after getting necessary certificate from the concerned  District Collectors.

3. Payment GPF without any restriction- CGM assured that Circle Office  will write a DO Letter to CO, ND explaining the flood situation in TN Circle.

4. We requested the CGM to post all JTO Phase-I trainees in their Home SSA as per their options- CGM agreed to consider their request.

5. Delay in issuing of Phase –I training order to the Officiating JTOs- CGM replied that the issue has already been taken up with CGM,Training Centre, Jabalpur and assured that the Training will be started from the First week of Jan’2015 and Three batches will be conducted at RGM TTC & RTTC, Chennai.

6. Delay in issue of SDE to DE L/A  for the debarred cases- CGM informed that VCRs &APARs have already been received and the orders will be issued soon.

7. We requested to award Grace Marks for the ambiguous questions in the JTO LICE Exam for the Typo graph questions by forming a new Review Committee- CGM assured to look in to the matter.

8. Delay in Conduct of DPC for the grant of ACP to the eligible Gr.III stenographers in TN Circle – CGM assured to look in to the matter.

9.It is suggested by AIBSNLEA that the Tariff may be revised to meet the competitors by increasing  the download speed & limit since the competition is stiff  in CBT,PY & VLR SSAs. In SSAs such as CON,TNJ,ERD etc. where there is no competition we may increase the FMC slightly. In the remaining SSAs where competition is moderate, we may also revise speed/download limit- CGM appreciated our concern and assured to look in to the matter in consultation with Marketing Wing.

7.12.2015: Dear Comrades! Today Our, CS, CP,Com.Ravi, ACS & Com.Renganathan, Br.Secy, Com.Kaliyaperumal,CEC member also  met PGM(F) in the presence of DGM(F), CAO(F) and discussed the following:

1. We requested the PGM(F) to grant Flood relief and Flood advance to all the staff of TN Circle due to heavy Rain & severe flood- PGM(F) replied that he will take up the case with CO,New Delhi after getting necessary certificate from the concerned  District Collectors.

2. Payment GPF without any restriction- PGM(F) assured that Circle Office  will write a DO Letter to CO, ND explaining the flood situation in TN Circle.

3.  Posting of Direct Recruitment JAOs to TT,NGC and Vellore SSAs.  PGM(F) assured that required number of  JAOs  will be posted to the SSAs.

4.Consideration of  request transfer case in the 
Cadre of AO to Madurai SSA:-   PGM(F)  replied that the orders will be issued soon. 

5.  Trasfer request of Com. Muralidharan DGM(F) Coonoor SSA to  CBT SSA .  PGM(F) assured that the orders will be issued tomorrow.

6.   L/A in the cadre of CAO at Erode and Kumbakonam SSA:-  PGM(F) replied that the VCRs will be called for Tomorrow.

7.  Counting of officiating spells for the pay fixation in the cadre of JAO(2002 batch-about 40 comrades):-  After detailed discussions PGM(F) agreed for the  revised Pay fixation counting officiating spells as  per FR22(a)(1)

8.  Relief of com. Arunkumar AO Trichy to Madurai SSA:-  PGM(F) immediately spoken to DGM(F) Trichy and instructed to relieve the officer immediately 

9.   Delay in conduct of DPC for the grant of ACP to the eligible Gr.III stenographers in TN Circle:-  PGM(F) assured to look into the matter.

30.10.2015: Dear Comrades! It is reliably learnt the AO L/A orders for the resultant vacancies will be issued by the Finance wing of TN Circle Office very shortly. It is delayed due to the non receipt of Circle VCR.

Dear Comrades! GS, FS, AGS (Engg.) and AGS (HQ) met Director (HR) wherein Sr. GM (SR) was also present and discussed regarding:

Review of JAO Part-II (2012) Exam of the LICE 40% quota result: We requested to review the result of JAO Part-II (2012) Exam of the LICE 40% quota as already recommended by the CGMT AP Circle and submitted a representation in this regard. Director (HR) while marking the representation to GM (Rectt.) for discussion assured to examine the matter.

TTA to JTO (DR Quota) pay fixation case allowing option to exercise on promotion: We informed Director (HR) about the discussions held with GM (Estt) in this regard and told that the matter is now pending in EF Cell for comments. We already met GM (Estt) and PGM (EF) to resolve the issue as per the available DoP&T guidelines and other PSU's Pay fixation rules. Director (HR) mentioned that already matter is under consideration and pending for discussion in the agenda meetings with AIBSNLEA.

 

CHQ News:=--

Dear Comrades! GS, AGS (Engg) met CMD, BSNL and discussed regarding:

Review of JAO Part-II (2012) Exam of the LICE 40% quota result: We requested to review the result of JAO Part-II (2012) Exam of the LICE 40% quota as already recommended by the CGMT AP Circle. CMD assured to look into the matter.

Superannuation benefits to Direct Recruited executives as per the provision of sub-rule (23) of rule 37A of CCS pension rule and as per DPE guidelines. BSNL should contribute 12% of Basic + DA as Superannuation Benefits in respect of Direct Recruits.: GM (Estt) informed that Remuneration committee of BSNL Board has raised some queries which are being replied after the concurrence of EF Cell. At present the case is pending with EF Cell for comments. After receiving the comments from EF Cell, the case will be sent to the Remuneration committee of BSNL Board for consideration.   

 E1+5 Increments benefit to JTO (SRD), JAOs 2013 batch and PAs: The BSNL Management Committee has cleared the proposal of E1+5 Increments benefit to JTO (SRD), JAOs 2013 batch and PAs which is pending for BSNL Board approval: Gm (Estt) informed that the matter was discussed with Director (HR) in yesterday GM's HR group meeting wherein Estt Cell proposed to put up the case in next BSNL Board meeting by de-linking it from HR Plan but the Sr. GM (Legal) opined that without the approval of BSNL's HR Plan Govt. nominee Board of Directors may not agree to discuss the matter in the BSNL Board meeting. Hence, Sr. GM (Legal) suggested to take up the matter in BSNL Board meeting after the approval of BSNL HR Plan only which has been appreciated by Director (HR). However, we will further take up the matter with Director (HR)to de-link the issue from approval of the HR Plan since it is not related to HR Plan.

07.9.2015: Dear Comrades, today CS discussed the following with PGM(F) and DGM(F) :

1. Looking On Arrangement in the cadre of CAO & AO in the resultant vacancies arisen due to Looking on arrangement in the cadre of DGM(F) & CAO-  PGM(F) agreed to consider the cases and assured that VCR and Special Reports will be called for immediately.

2. Non issue of L/A in the cadre of CAOs in respect of SLM, TT, & NGC SSAs- DGM(F) replied that the orders will be issued after the receipt of Circle VR.

3. Consideration of protection of pay drawn in Local Officiating in the cadre of AAO prior to 1.4.2004 in the light of the Clarification dt.2.9.2015 issued by CO/ND and stoppage of OP recovery in respect 13 AOs of 1999 JAO Batch- PGM (F) immediately agreed for the consideration of the same and instructed the Officer concerned to write to the C.O/ND to obtain further clarification/amendment in this regard.

5.9.2015: NEWS  FROM CHQ   Meeting with Director (HR)

 Dear Comrades! GS, FS, AGS (HQ), AGS (Fin.) held a meeting with Director (HR). GM (Pers), GM (Estt), Addl GM (SR) and Addl. GM (Pers) were also present in the meeting. We requested Director (HR) to review the progress on the agenda items of the earlier meetings held on 16.07.2015 and 04.08.2015. Records of discussion on the issues taken up in the meeting are as under:

 1. Superannuation benefits to Direct Recruited executives as per the provision of sub-rule (23) of rule 37A of CCS pension rule and as per DPE guidelines. BSNL should contribute 12% of Basic + DA as Superannuation Benefits in respect of Direct Recruits and the effective date of implementation of Superannuation benefits of BSNL Recruited Employees must be 01.10.2000.

Director (HR) informed that matter has been re-examined based on the feedback given by the Association and a revised proposal is being mooted to BSNL Management Committee to increase the contribution from 3% to 5%-6%. We demanded 12% contribution as per DPE guidelines.

 2. Some issues related to Executive promotion policy (EPP) needs immediate settlement in addition to CPSU cadre hierarchy and first time bound promotion after 4 years of service in all the cases as under

a. Time bound promotion from E-5 to E-6 to the DGMs promoted from Gr."B" Executives:

Director (HR) directed GM (Pers) to put up the case in next board meeting delinking it from HR Plan after the approval of the competent authority.

 b. Date of effect of Implementation of revised upgraded IDA Pay Scales for the Executives w.e.f. 1.10.2000 on notional basis:

GM (Pers) informed that the matter is under consideration to GM (Estt). Director (HR) directed GM (Estt) to clear the case at the earliest in same line of JAO.

 c. Amendment in BSNL MSRRs of EE (Civil/Electrical/Arch):

We extended our sincere thanks to Director (HR) for getting approval of the BSNL Board on allowing Diploma holder SDE (C/E) having 10 years technical experience for the promotion of EE (C/E) and requested for early filling of the vacant EE (C/E ) posts.

 3.  Conduction of various CPCs on a regular basis:

a. CPC from JTO to SDE (T) CPC against seniority cum fitness quota: Conduction of DPC for Seniority and fitness quota as per DoPT guidelines for the years 2009-10, 2010-11, 2011-12 ,2012-13 and 2013-14 to fill up about 6600: 

GM (Pers) apprised that as soon as the stay order is vacated from the Hon'ble HC Kerala, the CPC will be expedited and promotion order of 6612 SDEs will be issued immediately.  We requested to discuss the matter with CGMT Kerala Circle for early hearing through BSNL`s Advocate. Dir(HR) directed GM(Pers) to talk CGMT Kerala Circle on this issue or if required she will talk to CGMT Kerala Circle.

GM(Pers) further mentioned that in the stay order granted by Hon`ble CAT Chandigarh on promotion from JTO to SDE Telecom will be clubbed with AO to CAO court case which will be heard on 21st September, 2015. Dir (HR) directed to GM( Pers) to take the legal opinion from Sr. GM (Legal ) to appoint Sr. Advocate in this case.

 b. CPC from SDE (T)/DE(Adhoc) to DE Regular: Immediate CPC to fill up the left out about 90 DEs Posts and  about 1200 DEs posts on regular basis up to the vacancies of  year 2013-14.

GM (Pers) informed that 83 DE Promotion order including 657 DEs promotion order on regular basis will be issued before 30th September, 2015 in case ACRs / VCRs are received.  We pleaded that all the DE vacancies up to July 14 which numbering about 1200 DE posts should be filled up in the same CPC.  GM (Pers) assured to look into the matter. He advised that Association should also help to completing the ACRs/VCRs of the eligible SDEs.  We assured our support.

 c. CPC from DE to DGM (Engg.) on Adhoc/Regular basis to fill up about 700 DGM vacant posts:

GM (Pers) informed that CPC work is in progress from DE to DGM and about 270 DGM promotions can be issued before 30th September, 2015 in case the ACRs/VCRs of the concerned DEs are received in Pers Cell.

 d. CPC from JAO to AO and AO to CAO to fill up the vacant posts:

Director (HR) assured to direct GM (FP) to expedite CPCs from JAO to AO and AO to CAO. She also directed GM(Pers) to sit with GM (FP) and ensure common reply to the Hon`ble CAT Chandigarh on SC/ST Roaster implementation.  She assured an early action in this regard.

 e. CPC from DGM (F)-Adhoc to DGM (F) - Regular basis:

Director (HR) informed that the CPC work is in progress in SEA Cell.

 f. CPCs from JTO (C/E) to SDE (C/E) and SDE(C/E) to EE(C/E):

Director (HR) mentioned that CPCs from JTO(C/E) to SDE(C/E) are in progress. And the CPCs from SDE(C/E) to EE(C/E) have been initiated to fill up the vacant EE(C/E) posts.

 g. CPCs from JTO (TF) to SDE (TF) , SDE (TF) to DE/AGM(TF) and  LDCE from JTO (TF) to SDEs (TF):

Director (HR) directed GM (Pers) to expedite CPCs to fill up the SDE(TF), AGM(TF) and DGM(TF) posts

 h. Promotion from Assistants to Section officers and Personal Assistant to Private Secretaries, SO to AGM and AGM to DGM in the erstwhile CSS and CSSS:

GM (Pers) apprised that the promotions are up to date.

4. Restructuring of AD (OL) Cadre:

GM (Pers) informed that the committee recommendation on restructuring of AD (OL) Cadre has been processed to the competent authority for approval and shortly the issue will be resolved after the approval of the BSNL Board.

5. Immediate implementation of digital signature by all circles with respect to EPF cases settlement of BSNL recruited employees, resolution of all EPF Anomalies, and EPF contribution during training period.

Director (HR) mentioned that the anomalies in the EPF for direct recruit executives are being resolved and the EPF contribution during the training period is being paid.

6. Promotions through LDCE in SDE cadre:

We requested for early declaration of result for last LDCE and conduction of LDCE for promotion from JTO (T) to SDE (T) for the vacancy available till date.

GM (Pers) mentioned that an expert committee has been constituted to examine the grievances of the candidates and now the Answer key is being finalized and will be published in the next week.  Thereafter the answer sheet will be evaluated and results will be prepared.  The whole exercise would be completed by 30.09.2015 but the results will be declared only after clearance from Hon’ble CAT Chandigarh on SC/ST roaster implementation on promotions.

7. LDCE from JTO (TF) to SDEs (TF) on regular basis:

 GM (Pers) informed that the syllabus of LDCE from JTO (TF) to SDEs (TF) has been circulated. However, the notification of LDCE will be issued by 30.09.2015 after clearance of e-tendering process.

8. Provide additional increment to all the executives promoted through 2012 SDE (T) LDCE, to compensate loss of notional increment due to delayed Exam/Result on the part of BSNL.

GM (Pers) requested not to take up the issue as it will open the Pandora Box for other similar cases also as per the direction from Honorable Court, notional increment is extended to 124 petitioners against LDCE held in 2002. AIBSNLEA further pleaded that same benefits must be given to similarly affected executives for LDCE-2012 instead of forcing them to go to the various courts. Director (HR) appreciated our concern and directed GM (Pers) to discuss the court judgment with her and then decision will be taken.

9. Settlement of pay anomaly cases wherein senior Executives are drawing less pay than their juniors and antedating of pay:

AIBSNLEA pleaded to implement the Honorable Supreme Court judgment allowing stepping up of pay to all affected executives. AIBSNLEA further pleaded that stepping up of pay as per the Apex court judgment is already implemented under NEPP. Director (HR) directed GM (Pers) for taking early decision in this regard in time bound manner.

Regarding antedating of pay, Director (HR) categorically told that in no case senior is not to draw less salary than his junior and directed GM (Estt) to discuss the reasons of withdrawal of 2009 order in the year 2010. Director (HR) further mentioned that if any policy decision is required to be taken to remove this anomaly that has to be taken by BSNL but in no case the fundamental right of the seniors will be violated.

On the issue of an increment @ 3% at the time of executive time bound upgradation on their basic pay on time bound promotion and subsequently 3% increment benefit on vertical promotion, we expressed our resentment against dragging the issue on the pretext of reference made to the DPE.  BSNL Executives are losing Rs 50 to 70 in their basic pay on account of 6% increment benefit in the promoted scale.  Dir(HR) appreciated our concern and directed GM(Estt) to discuss the matter with DPE authorities for early reply and in case it is further delayed she will hold the meeting with Addl Secretary DPE for the settlement of the issue but the case cannot be dragged on the pretext of reference made to DPE.       

10. Special recruitment of JTO/JAO for hard tenure Circles / Implementation of Transfer Policy in its true spirit in all disciplines and consideration of Rule-8 cases by circles, spouse cases as per the prevalent guidelines:

 Director (HR) acknowledged the hardship of the executives posted in hard tenure/deficits stations/circles and mentioned that BSNL management is seized with the problem and considering the special recruitment in such circles as soon as the new JTO-RRs are approved by the BSNL Board. She directed GM (Estt) to process the case to the competent authority for de-linking the issue from the HR Plan and to put up in the next BSNL Board meeting.

Apart from from this, she also directed GM (Estt) to prepare a waiting list in BSNL Corporate Office the candidates seeking temporary transfer under Para-9.

11. E1+5 Increments benefit to JTO (SRD), JAOs 2013 batch and PAs: The BSNL Management Committee has cleared the proposal of E1+5 Increments benefit to JTO (SRD), JAOs 2013 batch and PAs which is pending for BSNL Board approval. Also settlement of Pay Anomaly cases of Departmental JTOs outsider quota:

 Director (HR) further directed GM (Estt) to put up the case in the next board meeting de-linking from HR plan approval.

12. Inordinate delay in settlement of disciplinary cases: We have been requesting BSNL Management for the settlement of long pending disciplinary cases. Many cases are pending more than 7-8 years and no decision is given, causing undue harassment to the executives on promotions and retirement. As per CVC guidelines all the disciplinary cases needs early settlement:

 Director (HR) advised GM (Pers), GM (Estt) and GM (FP) to write a letter to CVO for submitting a list of pending disciplinary cases and request for early settlement of these cases.

13. Post based promotions for PA/PS up to PPS and Sr. PPS Cadre

Common Recruitment Rules & Nomenclature and introduction of Promotion Policy for

Stenos (Dying Cadre):   Director (HR) directed GM (Pers) to arrange an early committee meeting headed by ED (CN) and assured to talk personally with ED (CN) to submit committee report at the earliest.

 14. Allowing option to departmental JAOs who joined after 07-05-2010:   AIBSNLEA extended thanks to Director (HR) for settling this long pending issue and also extended thanks for considering AAO and Sr. AO posts as post based promotions for the purpose of granting 1stTBP under EPP.

15. Early finalization of New SDE RR-2014 & JTO RRs-2014 (without degradation of Scale & Qualification) and in line with the suggestions submitted by associations:

 Director (HR) informed that the SDE RR-2014 has been approved in the last BSNBL Board meeting for which we extended our thanks. Director (HR) further, directed GM (Estt) to put up the new JTO RR in next board meeting delinking it from HR Plan after the approval of the competent authority.

16. Implementation of DPE order for payment of 78.2% IDA fitment benefit   w.e.f.  01.01.2007 for BSNL Pensioners:

Director (HR) further directed GM (Estt) to write letter to DOT showing concern of BSNL for early settlement of the issue.

17. No MT and DGM Recruitment from outside:

 AIBSNLEA strongly reiterated its stand against the MT Recruitment and categorically told the in case MR Recruitment process is restored, strong agitation will be there.   

AIBSNLEA further mentioned that the qualified and experienced Executives in BSNL having 10 to 20 years of service should also get an opportunity to compete with others for the DGM posts by making appropriate, justified and rational changes in the eligibility conditions. This would mark the beginning of allowing BSNL to have a management structure of its own at DGM level which by virtue of age profile will be groomed into senior management in due course of time. This strategic move will not only meet the career growth of aspiring talented executives in BSNL but will immensely contribute towards growth and viability of BSNL. Director (HR) appreciated our concern and directed GM (Pers) to review the RR.

The meeting ended with thanks to the chair. The discussions were very cordial, effective and fruitful.

 

 4.9.2015: Dear Comrades! On 19-08-2015 our  Circle Secretary, Circle President, Shri R.Ravi, ACS and Shri W.V.Ranganathan, District Secretary, Circle Office met the Dy.GM (HR) of Circle Office and discussed the following cases:-

1.  Immediate action to be taken for training the TTAs promoted to the cadre of JTOs:-   Dy.GM (HR) has intimated that he is in the job of segregating the passed candidates into Diploma holders and others.  Also he has intimated that a letter will be addressed to CGM, Telecom Training Centre, Jabalpur for the conduct of JTO training class immediately.  In this regard, a letter addressed to CGM, TN Circle, Chennai-6 has been given to the administration and a copy is published below.

2.  Immediate recruitment of TTAs in the resultant vacancies:  DGM (HR) has been asked to initiate action for recruitment of TTAs immediately.  DGM (HR) replied that action will be taken at the earliest as per the guidelines of Corporate Office.

3. Posting of AGMs and other executives in the Sales & Marketing section (CFA) of Circle Office.  DGM(HR) has replied that one AGM (Udaan) has been posted temporarily to look after the duties of AGM (S&M-CFA) and suitable substitute will be posted shortly.  It is also intimated to the DGM (HR) that one officer cannot work under two superiors.  A letter addressed to CGM has been given to the administration and a copy is published below.

4.  Transfer case of Smt.Srinitha, JTO, Dharmapuri to Karnataka Circle.  Case has been intimated to the DGM (HR).  Already this has been brought to the notice of GM (HR & Admn).  DGM/GM (HR) has assured to do the needful immediately.

5. Transfer case of AD(OL) from Dharmapuri to Salem SSA:  Case has been elaborated to the DGM (HR) and he has intimated that he will study the case and take action at the earliest.

08.06.2015 :- Dear Comrades! As per the CIRCLE call a Demonstration will be conducted on 09.06.2015 at General Manager Office, Dr.Besant Road at 1700hrs by United Forum of AIBSNLEA and AIGETOA against the arbitrary decision of appointing Management Trainees through direct recruitment . All are requested to attend without fail.

Our Main Demands:-

1)         Immediate withdrawal of the MT Recruitment notification dated 01-05-15, scrapping the MT RR altogether & implementation of CPSU Cadre Hierarchy in BSNL. No lateral entry of fresher’s at any level above JTO/JAO/equivalent.

2)         Resolution of various other pending HR issues like finalisation of standard pay scales (E2 for JTO/Equivalent & E3 for SDE/Equivalent), 30% superannuation benefits to Direct recruits, Holding of CPCs to fill up vacant JAG/STS/Group B, etc. The issues have already been submitted by this forum.

2. Appointment of JAO – 2013 Batch qualified candidates as Regular JAOs in the JAO Vacant posts of TN Circle – PGM(F) assured that the case will be forwarded to Corporate Office, New Delhi thro’ CGM, TN Circle with proper justification.

3. We requested the PGM(F) to give ERP training to all the Accounts Personnel of TN Circle – PGM(F) assured to look in to the matter,

4.Consideration of request transfers in the cadre of AO- case of Com.Balasubramanian, AO/KMB to Coonoor SSA & Com.Muralidharan Nair, AO/Coonoor to CBT– PGM(F) assured to consider the cases.

Status of Rule 206  case :

The Committee headed by Hon'ble Justice Shri  Ramamurthy hold the hearing on 06.04.2015 in the Hon'ble Supreme Court and all the concerned affected parties (due to implementation of  rule 206) have been directed to give their representations to Committee immediately . The next hearing dates are decided on 15.04.2015 at 17:00 hrs, 18.04.2015  at 11:00hrs, 23.04.2015 at 17:00hrs and 02.05.2015 at 11:00hrs  in Rammanna Bhawan , Lodhi Road , New Delhi. All concerned may give their representation individually or through  their advocates immediately to the Committee. Committee will submit its report to Hon'ble Supreme Court after 02.05.2015. Hon'ble Supreme Court will hear the case in  Aug-2015.

 GS, FS, met GM (Pers.) and discussed regarding-

(a) CPC from DE to DGM:- we requested to expedite CPC from DE to DGM. GM (Pers.) mentioned that the TES Group “B” seniority lists are being finalized on the basis of Rule-206 and this work will be completed shortly. He assured that as soon as the seniority lists are finalized, efforts will be made to release promotion orders of about 170 DE to DGM for whom VCRs are valid for this month and immediately the next CPC will be initiated.  

(b) CPC from SDE (T) to DE:- We requested for filling-up of the vacant DE Posts from eligible SDEs(T) since no stay order is there on promotion. GM (Pers.) assured to look into the matter.  More than 1000 DEs posts are lying vacant.

(c) CPC from JTO to SDE (T):- GM (Pers.) mentioned that the CPC work is in process but the promotion orders can be issued only after the vacation of stay order from Hon’ble High Court Kerala. The case is posted for hearing after 20thMay, 2015.

(d) Restructuring of AD (O/L) cadre:- We requested for an early action in this regard. GM (Pers.) mentioned that again a reminder has been sent to Joint Secretary (Admn.), DoT for giving the clarification on the earlier DoT letter issued in 2008 for revision of the pay scale of AD(OL) cadre. He assured that as soon as the reply from DoT is received, immediate action in this regard will be taken.

(e) LDCE for promotion from JTO (T) to SDE (T) :- We requested for early holding of the LDCE for promotion from JTO (T) to SDE (T). GM (Pers.) informed that it has been decided to hold the LDCE for promotion from JTO (T) to SDE (T) in the Month of May, 2015. Necessary notifications in this regard will be issued by the DE Cell at the earliest.

1.   Non forwarding of Request Transfer applications of      JTO’s & SDE’s by the Vellore administration – CGM       assured that necessary instructions will be issued in      this regard.

2.   Non relieving of Lady Officers who are under Temporary Transfers, even though they have completed more than 4 years of service at Karaikudi SSA- CGM assured to look into the matter.

 3.   Posting of Executives to Nodal Centre, Trichy – We suggested that Billing Centre, Trichy, Executives can be shared to Nodal Centre, Trichy instead of getting options from the Executives of Trichy SSA- CGM agreed for the proposal.

 4.   Apportionment of Revenue billed against UIIC circuits to Madurai SSA- CGM replied Billing in respect of Leased Circuits provided to M/s United India Insurance Company on PAN India basis is presently done centrally at Chennai and it is not possible to apportion the revenue to Madurai SSA.

 5.   Consideration of Request transfer case of Com.Pushparaj, DGM(F), Erode to CBT SSA – CGM agreed to consider the case.

 6.   Consideration of appointment of JAO 2013 Batch, Part-II qualified candidates against the present JAO Regular vacancies in TN Circle – CGM agreed to look in to the matter and the recommend the cases to CO, ND.

 7.   Consideration of JAO Officiating Promotion to JAO 2013 Batch, Part-II qualified candidates – CGM assured to look into the matter.

 8.   Consideration of Looking After arrangement to Com.Velayutham, DE Vellore in the cadre of DGM – CGM assured looking after orders will be issued shortly.

 9.   (A) Counting of debarred period of one year as per Corporate Office order dated 28/02/2014 instead of 11/03/2015 – CGM assured that cut of date will be taken from 2/8/02/2014.

 (B) In this regard, we also suggested CGM to allow Looking After arrangement in the cadre of DE, without any barring since there is no pay benefit in the Looking After arrangement – CGM positively agreed to our proposal.

 10.      Delay in issuing EPP Order in the cadre of Engineering wing / Accounts wing from E4 to E5, clarification sought by Circle Office  - CGM agreed to consider the cases on receipt of Clarification from Corporate Office or after obtaining undertaking from the Executives concerned.

CS and Team  also met PGM(F) in the presence of DGM(F) and discussed the followings :

1.   Consideration of JAOs Transfer cases as per waiting list.    PGM(F) agreed to consider all the JAOs request transfer cases and assured to issue transfer orders within couple of days.

2.   Cancellation of Transfer order issued to Smt. N.S. Lalitha, AO to CTSD, Madurai. PGM(F) informed that transfer order will be cancelled and another AO will be posted to CTSD as per the advice of DGM(F), Madurai.

 3.   Looking on arrangement in the cadre of AO in the resultant vacancy consequent on the looking on arrangement in the cadre of CAO. PGM(F) immediately agreed to issue looking on arrangement order in the cadre of AO.

 4.   Consideration of request transfer cases of Com. Pushparaj, DGM(F) of Erode, Com. Mohan, DGM(F) of Pondicherry, Com. Radhakrishnan DGM(F), TT. PGM(F) agreed to consider the cases.

 5.   Consideration of Local Officiating arrangement in the cadre of JAOs in respect of 2013 Part-II candidates, who have been secured pass mark but not declared as qualified due to want of vacancies in Tamilnadu Circle. PGM(F) agreed to consider the cases after getting clarification from Corporate Office.

 6.   Arrangement of Local officiating, in the JAO cadre in SSA’s from the Senior Accountants. PGM(F) assured to issue necessary instruction to Head of SSA’s very shortly.

 7.   Consideration of Transfer request in the cadre of AO to TN Circle Office as per the waiting list. Cases of  1. Srinivasan CDL, 2. A. Narayanan PY, 3. D. Kaliaperumal KMB, 4. P. Rengan KMB, 5. Latha KKD. PGM(F) agreed to consider the cases at time of CAO Regular Promotion.

26.03.2015:  Dear Comrades!GS, FS met GM (FP) and discussed regarding:

a. CPC from AO to CAO: GM (FP) mentioned that still some VCRs are awaited from CVO office, efforts are being made to collect the VCRs. However, he expected that the promotion orders may be issued in the first week of April 2015. He also mentioned that 64 CAOs Adhoc to Regular screening of ACRs have been completed, as soon as the VCRs are received the promotion orders will be issued.

b. CPC from JAO to AO: GM (FP) assured to that as soon as AO to CAO Regular promotion orders are issued  immediately JAO to AO CPC will be initiated.

c. Consideration of some AO/CAO transfer cases for cancellation/modification on genuine medical grounds and immunity: We requested for Consideration of some AO/CAO transfer cases for cancellation/modification on genuine medical grounds and immunity. GM (FP) assured to consider the cases represented by this Association at the earliest.

16.3.2015: Status of Court Case against JTO(T) to SDE(T) CPC:   The case was listed in the Hon'ble High Court Kerala on 13.3.2015 but could not be heard due to paucity of time as ours was the last case.  Now the case is posted for hearing on 07.04.2015.

 

Dear Comrades! Our GS pursued the case of DE to DGM (Engg)  Promotion with Director (HR) and CMD on 08-03-2015 and 09-03-2015 respectively  GS requested Director (HR)  to issue Promotional Orders for DE to DGM (Engg) where TES Gr. “B” Seniority is not disputed. Director (HR) immediately spoken  with GM (Pers) and directed him to consider the promotion from DE to DGM (Engg).

 Further GS met GM (Pers) on 11-03-2015 on this subject and met Addl. GM (Pers)also on the same day

Addl GM (Pers) mentioned that the TES Gr. “B” Seniority list is being finalized as per the Rule-206 and about 170 DEs whose seniority is undisputed may be considered for promotion immediately for whom CPC work has been completed. He assured an early action in this regard. Also assured that as soon as the TES Gr. “B” revised seniority lists are finalized, the next CPC from DE to DGM will be initiated to fill up all vacant DGM posts. AIBSNLEA is the only Association continuously pursuing this issue  with the  BSNL Corporate Administration.   2 Day strike on 21st & 22nd April, 2015 

Dear Comrades! The meeting of the Forum was held on 27.2.2015 under the presidentship of Com.Chandeswar Singh, President, Forum. Com. V.A.N. Namboodiri, Convener welcomed. A very serious and thorough discussion took place regarding the decision of the Forum to go on strike for the revival of BSNL. Keeping the ground reality into account, and also to ensure the widest mobilization of employees, as well as public sympathy, the following decisions were taken unanimously. 

(i)      Two days strike will take place on 21st and 22nd April, 2015.

 (ii)     Strike notice will be served on 12th March, 2015.

(iii)    Demonstrations shall be conducted throughout the country on 12th March, 2015, i.e. the day on which strike notice will be served.

The hearing in the case of JTO to SDE promotion which is likely to be held at Ernakulam CAT yesterday  is not held and posted to 26.2.2015.

The GS, Circle Secretary, President met the Director (HR) & GM (Per) to-day and requested the release of DGM promotion DPC with reference to the Court verdict, since the revised seniority list has already been prepared.

Also discussed about the retention cases in the cadre of Divisional  Engineer.

 The meeting of the Forum of Unions/Associations of TN Circle has been conducted under the Chairman-ship of Comrade.Pattabi, Circle Secretary of NFTE on 20.2.2015 at Chennai.  Comrade.Chellappa, the Convener of the Forum has presented the Agenda for discussion.  On behalf of AIBSNLEA, the Circle Secretary, Comrade.R.Ravi, ACS and Shri Ranganathan, Br.Secretary, Circle Office Branch have participated in the meeting. 

The decision taken in the meeting are as below:-

All the District Secretaries are requested to form such a Forum in their branch level immediately and arrange a meeting in consultation with the Circle Office bearers/CWC members earmarked for their branches and intimate the date of meeting to the Circle Secretary.  view the proceedings of the Forum

 Circle Secretary/Tamilnadu,  met the GM (FP) alongwith CHQ office bearers and  requested to consider the  retention cases of AOs/CAOs.  Also discussed the transfer cases of AOs/CAOs of TN Circle.  GM(FP) assured to look into the cases.  Discussed  about the promotion from AO to CAO and the GM (FP) has replied that 64 adhoc CAOs are likely to be promoted as CAO (Regular) and 230 AO/Sr.AOs are likely to the promoted as CAO very shortly.  Process for 337 adhoc CAOs will be started early.  He  has also told that JAO to AO promotion upto 2014 vacancies will also be started early.

 NEWS FROM CHQ   :- GS, FS met ED(CN) Shri M C Chouby and discussed regarding:-

(a)  Committee meeting to discuss on creation of PPS posts in field units: We requested for holding  an early committee meeting to decide creation of PPs posts in field units. ED(CN) assured to discuss the matter with Addl. GM (Pers) to fix-up committee meeting in the next week itself.

(b)  Committee report on HR Plan: ED (CN) Chairman Committee informed that committee report has been submitted to the Competent Authority to discuss and decide in BSNL Board . He also mentioned that committee has only advised that JTOs/SDEs may directly report to DE/AGM but on functional requirement JTO will report to SDE only. There is no proposal of merging of JTO and SDE cadre or abolishing the SDEs(T) posts as being plead by this Association.

(c)  Strengthening of BSNLs Core Network (CN):ED(CN) informed that sincere efforts are being made to strengthen the Core Network of BSNL by way procurement of new equipment. He explained that MPLS N/W  Edge Routers-232, APO has been placed. OTN (Optical Transparent Network) in all the states capital ( 47 Cities) tender has been floated, it will be opened shortly. OFC Cable at 24000 KMS tender has been floated. DBWDM-  after 2007-08 there was no procurement, but now the tender technical evaluations is in process, esteem on CPS on MADM Rs 900 Cr. tender is in process and the technical evaluation is going on, Transmission testing instruments tenders are being finalized shortly, Modems (MLLN) and multiplexer tenders are being floated shortly etc. All these equipments procurement will strengthen BSNLs Core Network.

(d)  Merger of Telecom Project Circles with Mtce Circles: ED(CN) mentioned that at present Telecom Project Circles are engaged with Rs. 8000 Crs. NFS NW building project of Army, Airforce and Navy. In the next two years it will not be appropriate to merge both the circles. The mtce. work is also equally important.

 

GS, FS ,met GM(FP) and discussed regarding

(a) Modifications/Cancellation of tenure transfers of AOs: We requested for consideration of modification/Cancellation of AOs posting order on promotion on genuine grounds and consideration of tenure transfers of AOs.  GM(FP) mentioned that all the representations given by individuals and this association are being examined and shortly necessary action for  modification/cancellation will be taken.  The request of tenure transfer of AOs orders will also be issued shortly.

(b) CPC from AO to CAO Regular: We requested to expedite CPC from AO to CAO on regular basis.  GM(FP) mentioned that about 180 VCRs have been received in CVO Office from  Circles of eligible AOs which will be received in SEA Cell shortly.  CVO Office is perusing with Circles for collection of remaining VCRs.  GM(FP) assured as soon as the VCRs are received,  CPC to fill up 230 CAO posts on regular basis will be expedited.

(c) CPC from CAO(Adhoc) to CAO(Regular) left out cases: GM(FP) mentioned that CVO office has informed that about 14-15 CAOs VCRs have been received which will be sent to SEA Cell shortly for remaining VCRs, CVO Office is making efforts for collection.  He assured an early action in this regard.

GS, met Sr GM(SR) and discussed regarding membership verification of executive association  :  Sr GM(SR)  informed that an application has been filed by BSNL in the Hon'ble High Court Bangalore of early hearing in the Court Case which is expected to be heard in the next week.  Thereafter only, the further action in this regard will be taken.

(a)  HR Plan of BSNL :  Sr. GM(SR) informed that HR plan has been prepared and being placed before BSNL Board Meeting on 20th February, 2015 for consideration. The draft proposal has been submitted to all the Unions/Associations to give comments immediately before Board Meeting. He also sought our comments before Board Meeting in this regard.

 

 

Dear Comrades!BSNL Corporate Office issued order regarding Limited Departmental Competitive Examination for promotion to the grade of Sub-Divisional Engineer (Telecom) under 33% Quota to be held on 15.02.2015,  wherein  it has been decided with the approval of competent authority to hold this exam for the single vacancy year 2010-11 only and admit cards generated for the candidates eligible for the vacancy years 2011-12, 2012-13 & 2013-14 may be treated as withdrawn.View Letter

  10.2.2015: Dear Comrades! Our CS, Com.Ravi, ACS Com.Duraiarasan, CWC Member & Com M.C.Ravi, CWC Member  met  CGM, TN Circle and discussed the following:-  1) Request Transfer in the cadre of JTO – CGM agreed to consider the case 2) Delay in forwarding of Current VCRs to Corporate Office in respect of AOs for CAO Regular Promotion/JTOs for SDE Regular Promotion- CGM assured that VCR in respect of AOs will be sent immediately and VCRs in respect of JTOs will be forwarded within a couple of days. 3)We brought to the notice of the CGM Regarding Call Drop in CMTS at Dharmapuri and other SSAs.CGM immediately reviewed the Failure List and identified that due to signaling problem it was happened and requested us to intimate our Engineering Comrades to go through the Failure List every day for rectifying this problem so as  to increase the Revenue . On Behalf of AIBSNLEA we assured that our Comrades will work hard for the increase of Revenue in TN Circle. 

 CS & team also met PGM(F) and discussed  1)Extension of benefits of Past Service and extension of Option benefits to Internal officials (TTAs) selected against Dr. JTO Quota who have applied through Proper channel ( 2007 & 2008  JTO Batch)-  PGM agreed to consider the case favourably after a detailed discussion. Orders will be issued shortly 2) Consideration of request transfer cases of Com.Mohan, DGM(F)/PY, Com.Mani, DGM(F)/NGC & Com.Radhakrishnan, DGM(F), TT- PGM assured to consider the cases 3)   Work allocation to AOs in VGR SSA as per ERP Standards  and as per latest CO, ND instructions - PGM immediately contacted DGM(F), VGR SSA  and instructed to follow the guidelines 4) Retention of All the eligible Officers in TN Circle on CAO  Regular promotion - PGM immediately agreed to send a DO Letter to ED(F), New Delhi.

 CS & team also met GM(A) & DGM(HR) and discussed the following cases 1) Looking  on arrangement in the cadre of SDE to DE left out cases - It  is assured by the GM(A) that the orders will be issued shortly. 2) Looking  on arrangement in the cadre of PS at ERD - case of Com.Balasubramanian  - It is agreed to consider the case 3) Correction in the Presidential Orders cases - GM(A) assured to look in to the matter. We thanked the GM(A) for the settlement JTO Transfer request.

 

 CHQ NEWS:- GS, AGS (HQ) met GM (Pers.) and discussed regarding:-  CPC from JTO (T) to SDE (T) : We expressed our serious concern that instead of allotting the case in the Hon'ble High Court Kerala (JTO to SDE promotion issue) to Sr. Advocate Shri Ramkumar who did special appearance  as senior in Hon'ble CAT Ernakulam and made good results, it was given to an ordinary advocate who is unaware of the matter. GM (Pers.) assured to look into the matter.

  Status of JTO(T) to SDE(T) CPC:  Hon'ble High Court Kerala stayed JTO to SDE promotions for three weeks. The applicants filed an appeal against the Hon'ble CAT Ernakulam Bench Judgment in the Hon'ble High Court Kerala. Hon HC stayed the promotions for three weeks with directions to BSNL to file the reply in three weeks time. AIBSNLEA advocate opposed the stay on promotions from JTO to SDE. However Hon Court given interim stay for 3 weeks. The case is listed for hearing after 3 weeks.

Our AIBSNLEA CHQ President Sri.P.Venugopal, TN Circle President Sri.N.Bangaru Krishnaswamy and TN Circle Secretary Sri.S.Sivakumar will felicitate the Convention. It is requested that maximum number of participation from AIBSNLEA, Kumbakonam may be ensured.

 OUR CS discussed the case of Consideration of JAO qualified Candidates of TN Circle  2013 Batch who have not been selected due to non availability of Vacancies in TN Circle with PGM(F). It is learnt that nearly 20 such candidates have been qualified in the above said Exam. But the Circle Association is having the list of 14 candidates only which is published below. We requested the PGM(F) to take up the case with the Corporate Office, New Delhi since we are having more than 90 vacancies in JAO Cadre in TN Circle. PGM(F)  agreed to take up the case with CO, New Delhi on individual  representation.  

 

 The  discrepancies in the posting orders on promotion from JAO to AO in respect of Com.D.Kaliyaperumal, have been brought to the Knowledge of Com.Prahladji, GS, AIBSNLEA by our CS. He immediately discussed the cases with GM(FP). The Modification orders will be issued very soon.

Our Branch meeting was held at 18.00hrs on 11.12.14 under the chairmanship of District president Com Sivagangesan and District Secretary Com Kolanchiiyyappan  in Presence of our mentor and Ex.CWC member Com Rajendran & CEC member Com Kaliyaperumal. Comrades eagerly attended the meeting and expressed their views and concern over the partiality shown by the district administration towards our association and our members. Various other issues were also discussed. Com Rajendran in his speech gives a clear picture of current situation prevailing our organisation. Com  Sivakumar, CS, Com Vekatesan, FS  and Com Karthikesan, OS participated in the Conference and addressed the gathering. All the Sister union leaders were participated in the Conference and felicitated Com N.Veerapandian  and the Conference. 01-07-2014: Dear Comrades! The fifth CEC Meeting held at Madurai on 29-06-2014 decided to conduct the Circle Conference at Madurai from 16-09-2014 to 18-09-2014. Pre-CC CEC meeting will be held on 16-09-2014 and the CC will be held on 17-09-2014 and on 18-09-2014; Our MADURAI SSA Branch has started the work with forming of Reception Committee and sub-committees under the leadership of Com.Karuppaiah, DS and the veteran leader Com.VKP guides. Retired leaders like Com.Sankaiah are also in the front line to work for the success of the conference. The CEC Meeting decided to collect Donation of Rs.1000/ from each member since we cannot expect external donations. The wage increase due to DA due from July,2014 will be more helpful for giving the donation very easily. The price rice and incresed expenditures for all the works to be done causes such burden to our members. But we have to conduct the Conference as it is organisational necessity. At the time of membership verification we have more responsibilities in conducting this conference effectively and impressively. Time is too short. All of our members are requested to extend co-operation for the success of the Conference. We may approach our well wishers and sister organisations using our relations we maitain for the help you need since it is always reciprocal.

Our collegue Shri. Ravivarman TTA who was working in Tirupanandal exchange aged 27 years had lost his last breath with his father in his growing stage due to electrocution on 16/11/2013 early morning at his residence Sholapuram.

He left his wife and 6 month old daughter and mother .  Since there no pensionary benefits extended to him by our organization, a committee was  formed with the presidenship of DGM(CFA) and all District Secretaries of  nions/Associations of CRDA SSA  to help his family.

It is an appeal to all for extending their monetary support by raising helping hand  for survival of his family.

 APPEAL FROM OUR CIRCLE SECRETARY

 

APPEAL  to our Comrades!
We on behalf of our Tamilnadu Circle put forth this Appeal before our Comrades with whom we worked together in BSNL to build AIBSNLEA after its formation by merging ten Executive Associations of various streams like Engineering, Accounts, PA/PS, Civil, Electrical, TF Officers etc about 8 years ago at Kolkata. Many a water has flown.  Hundreds and hundreds of our senior comrades retired and even some of them disappeared from Earth. Though we are able to achieve many things either independently or jointly, we could not muster our strength as we expected. If we did in the past years, our victory would be commendable and on many pending issues, positive solutions might have come.  Mass organizations should not be allowed to disintegrate. History repeatedly teaches lesson for the working and toiling mass that the unity is the powerful weapon in our hand. United we win, divided we lose! It is a known truth. But in practice we face a lot of difficulties to implement the truth.
Despite the fact that our bargaining capacity is diminishing fast because of disintegration, we could achieve the demand of 78.2% IDA fitment due to our all out effort taken under the banner of United Forum/ JAC.
At this critical time, we have to undergo membership verification. The purpose and consequences are well known to everybody. Nothing is necessary to explain!
This appeal is submitted before all of our Comrades endeared to us and worked shoulder to shoulder with concrete principles to achieve the final tasks in the past to introspect everything without any prejudice. Please think over what we have done and achieved other than spitting the venom and slandering each other at the cost of our Comradeship and friendliness.
This is just to analyze and decide to come back to the mother organization but not for mere election. We may use this opportunity to come together. This may strengthen our power. Leader may come and go but the organization in any form will go on forever.  Even the narrow sighted may view this otherwise.
Mere suspicion will never work but repeated clarification of positions, open heartedness, transparent discussion etc will fetch the noble victory to the mankind. We may also think so and act accordingly for the future generation of young Executives and Non-Executives who will come to BSNL and uphold the banner of BSNL still high. 
I am second to none to feel happy and proud if this appeal is taken in a good sense. Let it be an eye opener and a stage for good beginning. The mass leaders who stand for unification of the mankind will only and ever be remembered in the History.
Let us come forward for self introspection and to take positive Decision thereupon.

 BSNL Plans to Outsource Tower

Operations, Auction Bandwidth

NEW DELHI – India's Bharat Sanchar Nigam Ltd., which has posted losses in the past two years, is looking to cut costs and earn additional revenue by outsourcing its telecom tower management and auctioning spare fiber optic bandwidth.

BSNL, India's fifth-largest telecom company by users, has been struggling to keep pace with private sector rivals such as Bharti Airtel Ltd. and Vodafone Group Plc's local unit, which have added subscribers at a much faster pace.

High network operating costs and rising staff expenses have added to its troubles.

The company provides telecommunications services in 20 of India's 22 telecom service areas, and had about 96 million mobile phone subscribers and 23.31 million fixed line users on its network at the end of November.

Operating and maintaining its 60,000 telecom towers and networks make up BSNL's second-largest expense after staff costs, chairman and managing director Rakesh Kumar Upadhyay said late Tuesday.

BSNL has invited comments from prospective partners until Jan. 23, after which it will float a bid document for people seeking to partner the company, Mr. Upadhyay said. BSNL plans to offer the contract initially for a period of three years with an option to extend for another two years.

He said the exact savings can be calculated only after receiving inputs from prospective bidders.

As part of its cost-cutting efforts, BSNL has proposed slashing its staff strength by a third through offering voluntary retirement. The proposal is currently with the government.

Separately, Mr. Upadhyay said the company is planning to auction spare bandwidth in its fiber optic network, which is the largest in the world. A person familiar with the matter said the auction could fetch the company at least seven billion rupees ($134 million).

BSNL's loss for the year ended March 31, 2011, widened to 63.84 billion rupees from 18.23 billion rupees a year earlier, while its revenue fell by more than 7% to 296.87 billion rupees.

The company has identified the amount of bandwidth it needs in the next five years, and the additional bandwidth that can be auctioned electronically, Mr. Upadhyay said.

He added that the company plans to auction bandwidth in two parts - below one gigabit and above one gigabit.

New Delhi : The Supreme Court on Wednesday held that voluntary retirement of an employee under a scheme cannot be sought as a matter of right and it is not mandatory for the employer to accept all applications received under the scheme.
A Bench, comprising Justice A.R. Lakshmanan and Justice Tarun Chatterjee, said the request of employees seeking voluntary retirement was not to take effect unless and until it was accepted in writing by the competent authority.
It noted that the competent authority had the absolute discretion whether to accept or reject the request of the employee seeking voluntary retirement under the scheme.
It said that VRS was not a proposal or an offer but merely an invitation and the applications filed by the employees constituted an offer and it could be rejected.
In the instant case, T.S.N. Raju and
R. Rama Rao, two employees of the Visakhapatnam Port Trust (VPT), rejected the request of two employees who sought retirement under the VRS.
 
On a writ petition, a single judge of the Andhra Pradesh High Court directed the VPT to accept the VRS.
On appeal, a Division Bench affirmed the directions of the single judge and asked the VPT to pass orders in one month. The present appeal was against this judgment.
Allowing the appeal, the apex court Bench said the VPT had an absolute right either to accept or reject the applications filed by the employees for retirement under the VRS.
Writing the judgment for the Bench, Justice Lakshmanan said the order of the single judge was without jurisdiction and beset with material irregularities.
The Bench said that at any rate the single judge could only direct the VPT to consider the applications for voluntary retirement and pass appropriate orders and he could not give a direction that the applications should be accepted.
It said the VPT Chairman was competent to frame the scheme having regard to the exigencies of work and no one could claim voluntary retirement as a right. The judges pointed out that the VPT had the absolute discretion in this matter and there was no assurance that once an application was submitted it would be accepted.

DOT TO TDSAT: DISMISS THE PETITION OF

TELECOM OPERATORS ON 3G ROAMING

Department of Telecom (DoT) today file an affidavit and requested to Telecom Dispute Settlement & Appellate Tribunal (TDSAT) to dismiss the petition of telecom operators challenging the Government Directive to stop Intra-Circle 3G Roaming via ICRA immediately.

In a strong rebuttal to Vodafone, Idea Cellular and Bharti Airtel on the issue of Intra-Circle 3G Roaming, the Department of Telecom (DoT) has alleged that service providers have “not come with clean hands” and that they have “suppressed material documents”

DoT also said that “Intra-circle 3G roaming pact by operators is “in violation of various terms and conditions of Cellular Mobile Telecom Service License and various terms and conditions of the Notice Inviting Applications (NIA) dated 25.02.2010 for 3G/BWA Auction”.

GS. President AIBSNLEA, GS, AGSs of SNEA(I), GS/TEAM & GS/MEA of MTNL met Hon'ble MOS for C&IT Sh. Milind Deora & expressed  their sincere gratitude & thanks for granting us meeting.  We discussed with MOSC&IT the status of absorption process of   Group -'A' officers in BSNL/MTNL and apprised MOSC&IT about sinister efforts and game plan of BSNL/ MTNL Managements to derail the process.

Hon'ble MOSC&IT appreciated our concern and sought our opinion about how the issue can be resolved. We explained the repatriation order of DoT issued on 03.11.2011 is not being implemented in true sense by BSNL/MTNL managements on the pretext that without the presence of ITS Officers it is difficult to run both the PSUs which is totally unfounded and misleading. We informed MOSC&IT that more than 54,000 absorbed Group-'A' and Group-'B' level executives are available in BSNL/MTNL to maintain flawless Telecom services & are committed to the growth of both these Companies. ITS dominated BSNL/MTNL managements have more trust on the deputationists instead of its own absorbed Group-'A' level executives due to their cadre affinity, we informed MOSC&IT. Even the charge on repatriation of some ITS officers have been given to the deputationist ITS officers instead of absorbed Gr A officers only who are ultimately going to be repatriated. This is deliberate conspiracy of both the managements to sabotage the process of repatriation, we further informed MOSC&IT.

Hon'ble MOSC&IT gave a very patient hearing fully understanding the implications of continuing duality on viability of BSNL/MTNL and mentioned that he is fully aware of the issue and assured he will try for early solution of the problem. MOSC&IT was fully convinced that BSNL/MTNL should have their own managements

QUESTION:

BSNL has asked to be allowed to surrender BWA and 3G spectrum in some circles because of its declining financial health. Apart from this, doyou plan to give any subsidy to it for its unviable operations?

There was also a BSNL plan for a VRS (voluntary

retirement scheme). Has that been approved?

ANSWER:

The request of BSNL for surrendering   of spectrum and a VRS plan is under consideration. The VRS package for BSNL could be of the order of Rs 10,000 crore and it will need Cabinet approval.

Both BSNL and MTNL had a big impact from the payout of 3G and BWA spectrum at around        Rs 28,000 crore. Even the phasing out of support for uneconomical activities, at Rs 2,000 crore, was stopped for BSNL. We are looking at all the issues but it will take a couple of months to come to a final decision. The number of employees in the two organisations and their percentage of expenditure on this are much higher compared to other telecom companies, as these were mainly landline companies.

The important issue is that all this has impacted their bottom lines and all theIr requests, including that for a subsidy by BSNL, is being looked at collectively. It will not be a piecemeal approach.  CLICK HERE  :FOR READ MORE

 Decisions taken in the JAC Meeting held on 16th November 2011: The meeting of the

Joint Action Committee held on 16th November 2011 took very important decisions with regard to defending the BSNL and its workers. The meeting was presided over by Com. G.L.Jogi, GS SNEA. Com. V.A.N.Namboodiri, Convener, JAC reported about the developments after the last meeting held on 31st October 2011. The house was of the strong opinion that the non-opted ITS officers should be repatriated immediately. GS and President attended the meeting.

After thorough discussion, the following decisions were taken unanimously:

 

1.  The deferred One Day Strike on the BSNL and Workers issues will now be organised on 15th December 2011. Some additions were made in the Charter of Demands already approved by the earlier JAC.  The Strike Notice will be modified accordingly. Strike Notice will be served on 17th November.

 

2.  In preparation for the strike and to give wide propaganda, massive rallies with maximum participation of workers will be organised on 8th December 2011 at all SSAs/Circles and Corporate Office. A memorandum on the demands raised in the strike notice will be submitted to the State Governors for onward submission to the Central government.

3. The JAC meeting decided to support and participate in the Dharna on 22nd November 2011 being organised by the United Forum of Executive Associations demanding immediate repatriation of non-opted ITS officers.

4.  The JAC will meet the CMD BSNL, Secretary DOT and Minister Communications in order to get the repatriation of non-opted ITS officers at the earliest.

5. The JAC unanimously decided to participate in the Parliament March being organised on 25th November 2011 by the Central/State Government, Teachers, Railway, Defence, Postal employees as also Central / BSNL Pensioners against the anti-worker Pension Fund Regulatory and Development Authority (PFRDA) Bill presented in the Parliament.  The meeting came to an end at 1830 hours after vote of thanks.

Telecom Revenue During Quarter 1 F.Y2011

BSNL STOOD AT 4TH POSITION

Gross Revenue (GR) and Adjusted Gross Revenue (AGR) of Telecom sector for the quarter ended June 2011 has been Rs 46,891.61 crore and Rs 32,589.93 crore. 

There has been an increase of 3.03% and 3.56% in GR and AGR respectively as compared to previous quarter.  The Y-o-Y growth in GR and AGR over the same quarter in last year has been 13.28% and 6.92% respectively.

Bharti Airtel is the market leader in

 11.11.2011: Dear comrades! From our Circle 10 ITS officers were relieved from BSNL as per the instructions of Corporate Office as a first phase. We are really sorry to part with these ITS officers particularly the PGM and GM(A) but it becomes unavoidable. The days ahead are very challenging and we have to stabilise the administration in the absence of ITS officers. We are confident that we have enough talented hands with us to maintain stability.

 

            The Special General Body meeting of AIBSNLEA District Branch, Kumbakonam is held today under the Presidentship ofCom.Ramaswamy.

District Secretary P.J.Gokulan welcomed the gathering and narrated the Local Problems and Circle issues. DGM(Fin) Com. Partibhan appreciated the functioning of Circle Association & CHQ.

Com.S.Sivakumar, CWC Member in his Special address covered all the local & Circle issues and replied to the queries of the  Members.  Jabalpur  CWC Decisions/Resolutions, our stand on VRS ,Repatriation of ITS Officers and Contingency Plan etc., are explained by him in detail. BSNL  OFFICERS' UNIONS SUBMIT CONTINGENCY PLAN

Talking to Deccan Herald General Secretary, AIBSNLEA Com.Prahlad Rai said that BSNL's Contingency plan, after the departure of ITS Officers should focus on fully exploiting 400 existing direct recruit absorbed Group'A' Officers, in addition to more than 3000 Excutives in JAG and STS working in different streams.

                 "More than sufficient Officers with huge talent and exposure are available and it is only the question of working out modalities of deployment as quickly as possible". Rai said. He is also of the view that the management of BSNL should act quickly and under no circumstances should allow a back door entry of repatriated ITS Officers to BSNL. In fact, Rai accused that it is the Senior Management and inaction on the part of the Government on crucial Policy issues, that have pushed BSNL to such state.
